Minerva Policy Report: Mapping of EU and Japan’s respective strengths in the hydrogen value chain

About the Report 

Hydrogen is set to be an important pillar of the future energy transition in both the European Union and Japan. Building on intensified bilateral cooperation since 2023, including the establishment of the Japan-EU Clean Energy Industrial Policy Dialogue and the signing of multiple cooperation agreements, there is a pressing need to map the respective hydrogen ecosystems to support effective collaboration.


This report aims to provide a comprehensive mapping of the hydrogen value chains in Europe and Japan, assess complementarities, and identify policy and regulatory areas for enhanced cooperation. The report will inform policymakers, supporting the practical implementation of the EU-Japan hydrogen cooperation. Given the shared goal of reducing strategic dependencies and building resilient and decarbonised energy systems, the report will consider the potential for Japan and the EU to co-develop or align certain parts of their hydrogen supply chains, ensuring their access to critical technologies, markets, and infrastructure.
